Transport Network Vehicle Services (TNVS) is the official term used to describe vehicle owners who provide services via the Uber application, according to Memorandum Circulars #2015-017 to 018 of the Land Transportation Franchising & Regulatory Board or LTFRB.
All vehicle owners are required to comply with the regulations set by the LTFRB in order for these vehicle owners to become accredited as a TNVS. There are 2 steps to getting accredited. STEP 1: Provisional Authority (PA), and STEP 2: Certificate of Public Convenience.
All vehicle owners (or their authorized Uber partners) must go through both steps, but this website/form is intended to facilitate getting your TNVS Provisional Authority only. As soon as you receive your PA Case Number, you may then apply for your TNVS Certificate of Public Convenience.
1) If you plan on putting 2 vehicles under your partner account, and each vehicle has a different registered owner, you must submit PA requirements twice, one for each vehicle owner.
2) If you plan on putting 2 vehicles under your partner account, both being owned by the same person, you only have to submit the vehicle owner's PA requirements once.
