  • Survey on the Understanding of Public Willingness to Pay (WTP) for Dolphin Conservation in South Lantau Waters

  • WWF-Hong Kong is currently conducting a survey about ferry passengers’ willingness to pay for Chinese white dolphin conservation in south Lantau waters. We therefore would like to get your opinion on dolphin conservation measures mitigating ferry impact on dolphins. We would be very grateful if you could spend about 5 – 8 minutes completing the questionnaire below. The questionnaire survey will be conducted anonymously, while information collected will be kept strictly confidential. Should you have any questions or concerns, please feel free to contact our staff via doriswoo@wwf.org.hk.

  • (1) Usage of High Speed Ferries and Hong Kong-Zhuhai-Macau Bridge

  • (2) Opinion on Chinese White Dolphin Conservation off South Lantau
  • Chinese white dolphins in Hong Kong are facing pervasive threats of habitat loss and degradation, underwater noise disturbance, vessel collision, water pollution and other major human threats arising from coastal development in recent years. The situation is worrying as estimated dolphin numbers in Hong Kong have dropped by >80% in the past 17 years. The dolphins also show sign of southward shift in their distribution since 2015, likely due to construction development (e.g. 3rd Runway reclamation) taking place off northern Lantau. Busy marine traffic is also threatening the survival of local cetaceans off southern Lantau, especially along the major shipping lanes (as indicated within red box in image below). Frequent vessel operations have been found to increase the chance of cetacean-ship collision, and severe underwater noise disturbance on the animals.

  • (3) Opinion on Proposed Mitigation Measures
  • WWF-HK has therefore proposed 4 possible solutions mitigating marine traffic impact on Chinese white dolphins. Please indicate how likely you will support the following mitigation measures:

Proposed solution 1: Set up a speed restriction zone for high-speed ferries in key dolphin habitat (orange polygon below)
Time cost  Total travel time is estimated to increase by 12 minutes
Surcharge  The surcharge imposed is predicted to be lower compared to that of proposed solution 2
Proposed solution 2: Re-route ferry traffic to the south of Soko Islands (orange route below)
Time cost  Total travel time is estimated to increase by 8 minutes.
Surcharge  The surcharge imposed is predicted to be higher compared to that of proposed solution 1
Proposed solution 3: Reduce frequency of ferry operations at day and nighttime
     Time cost

From 15 – 30 minutes to 45 minutes in daytime

From 15 – 60 minutes to 60 minutes in nighttime

Proposed solution 4: Travel on land via Hong Kong-Zhuhai-Macau Bridge instead of taking ferries
Time cost  Total travel time (including the journey from city centre) is estimated to be 30 minutes longer than that by ferry
Surcharge  No surcharge expected with fare being lower as much as HK$80 compared to current ferry fare
  • 19) If you have rated 1 or 2 as your answer for question 17, what is your acceptable voyage frequencies of high-speed ferry?

  • 22) To what extent can the following policies increase your willingness to use the Hong Kong-Zhuhai-Macau Bridge? Please rate your answer.
