PUBLIC POLICY FELLOWSHIP PROGRAM
The Public Policy Fellowship Program is designed to cultivate thinking towards the premise of some of India’s key public policies. The program seeks to facilitate a better understanding of the topics surrounding public policy by enhancing and enabling knowledge about it. In and through the sessions, the fellowship program also will present to the participants a global, historical and contemporary context under which these policies are currently placed. It is also an effort to keep the participant apprised and sensitized of key policies and how they, in turn, affect the common man and woman.
The participants will have a chance to interact with government officials, development practitioners, public policy experts, writers, and authors, throughout the program. Armed with their inputs, analysis, and guidance, the fellowship will facilitate informed discussions and stimulate thinking towards public policy, at large.
Importantly, the fellowship promises to enable learning and unlearning!
The fellowship is being curated, organized and run by DAV Shikshanam, the official think tank of the DAV Group of Schools, along with the Tamil Nadu Young Thinkers Forum, an independent not-for-profit forum of young individuals committed to improving the social and economic ecosystem of Tamil Nadu and India.
Program Design:
- There will be a series of 20 lectures spread over 10 Sundays.
- Each talk will be of 1 hour 15 minutes each. (Session 1 – 10:00 – 11:15 am. | Tea break – 11:15 – 11:30 am. | Session 2 – 11:30 – 12:45 p.m.)
- The faculty members will use power point presentations / distribute hand outs as reading material for the program. There will be no specifically prescribed textbook for the course. However, reference reading material will be duly suggested for those interested in further detailed research on the subject.
Following are the key themes that will be covered in the program –
- Economic Development – Appreciate finer macro aspects of India’s Union Budget & Tamil Nadu’s state budget. Also, gain an overview of the Insolvency and Bankruptcy Code (IBC) – a landmark step for the Indian economy
- Foreign Policy - Key aspects about India’s foreign policy with her neighbours, including Pakistan & China, over the last few years
- Defence & Security – Understand India’s defence preparedness vis-à-vis other nations. Also, gain an overview of the challenges that we as a country face with respect to our internal security.
- Technology – Understand about the likely technological advances over the next couple of decades and its impact on India. Threat of digital colonisation and critical role of Innovation
- Constitution – Understand the premise of the drafting of the Indian Constitution. Key historical and recent amendments to the Constitution. Also, an overview of the Indian judiciary system and its overall accountability.
- Political History – An analysis of the 2019 Lok Sabha elections and the emerging landscape of Tamil Nadu politics
- Governance – Gain a common man’s perspective on how we are actually governed in our everyday lives as well as who takes key decisions related to various aspects of our village / city / state / country?

The course will only be able to provide you an overview of the various topics covered. You will not be able to claim expertise in any topic per se, but will definitely be able to better appreciate what is happening around us – thus evolving into a better informed citizen.
Assessments: To maintain the academic integrity of the program, assessments will be conducted twice during the course duration. A mix of objective & subjective questions, the assessments will help both the resource persons and the learners gauge the effectiveness of the program. Certificates will be issued only on successfully completing the prescribed assessments.
Who can join: Anyone above 21 years with a reasonably good command over English, can join the course. Also, you need to ensure that you are not traveling on Sundays during the course duration and will be able to attend all the 20 sessions
